PROBLEM TO BE SOLVED: To provide a mobile communication system having uplinks and downlinks, which attains highly accurate selection of an MCS (Modulation Coding Scheme) level by reflecting the reception performance of respective mobile units without much increasing the circuit scale of the mobile unit in comparison with that by a conventional method. SOLUTION: In the mobile communication system where a communication base station 2 and the mobile unit 1 make communication through the uplinks and downlinks, the system includes a coding level information transmission section (transmission reception wireless section 19) that is used for transmission at setup of cross-reference information cross- referencing a modulation coding level receptible by the mobile unit 1 with reception quality information set on the basis of the reception capability of the mobile unit 1 as coding level information from the mobile unit 1 to the communication base station 2 and a reception quality notice section (downlink quality measurement section 15) that is used for periodically informing the communication base station 2 about the reception quality information with respect to the downlink reception quality through the uplink from the mobile unit 1, and a level revision section (transmission signal processing section 22 for a downlink shared channel) that decides a modulation coding level in the downlink on the basis of the reception quality information and the cross-reference information informed from the mobile unit 1 in the communication base station 2.
