PROBLEM TO BE SOLVED: To provide a function of easily switching a line exchange network and a packet transmission network to a user of a mobile portable terminal by an easy operation/procedure with a small load while talking in the case of transmitting electronic mail or the like to the same opposite party in the case of a call or a call in absence. SOLUTION: The mobile portable terminal having a packet communication function is configured to freely select the line exchange network used for a speech or the packet transfer network used for data communication. The mobile communication system is configured with a mobile communication network and a base station provided with a changeover section for selecting the line exchange network or the packet transfer network in response to a request of the mobile portable terminal.
