PROBLEM TO BE SOLVED: To provide a manufacturing device for a winding form coil bobbin which is stable in quality, superior in production efficiency, and reduced in manufacturing cost. SOLUTION: A winding shaft 6, having an outside diameter nearly equal to the inner diameter of a winding form coil bobbin 22 and suction openings 9a and 9d on its external face, a belt-like sheet material 4, which is nearly equal in length to the external circumference of the winding shaft 6, is attracted and supported on the external circumference of the winding shaft 6, while with winding shaft 6 is rotated, and a winding 21 is wound on the belt-like sheet material 4.
