PROBLEM TO BE SOLVED: To manufacture an electric double-layer capacitor of high quality. SOLUTION: A processing means of the step of impregnating a laminate 20 with an electrolyte and the step of electrolytically refining the residual moisture and a functional group of the laminate 20 comprises a tank 30 for housing a plurality of vessels 10 for housing the laminate 20, in an aligned state in which drawer ports of a pair of terminals 11 face upwardly, a cover 31 for sealing the opening 30d of the tank 30 for inputting and outputting the vessels 10, a piping facility for evacuating the interior of the sealed tank 30 to a vacuum state, a piping facility for filling normal pressure inert gas in the tank 30, and charging/discharging electrode mechanism 70 connected in parallel with the plurality of the vessel 10 aligned in the tank 30 via the pair of the terminals 11.
