A method and system (S) for preventing or obstructing a person from negotiating a transaction (66, 72, 78, 80) with another person, group, or entity in a population, includes verifying and crosschecking the identity of the person (64, 70) and the status (76) of the national identification card (10) carried by the person, as a prerequisite to negotiating or entering int o a transaction, such as purchasing an airline ticket (56). Identification mea ns includes biometric characteristics (48, 20-28) and profiling information (48 ) comparison (64, 70). If an irregularity is found during verification or crosscheck (66, 72), or if the identification card (10) is found to be inval id or expired (76, 80), the person is prevented or obstructed from negotiating that or any subsequent transaction with any other person, group or entity in the population.
