PROBLEM TO BE SOLVED: To provide a novel vinyl chloride-based polymer composition excellent in handling properties as well as in flexibility and free from migration of a plasticizer component. SOLUTION: The vinyl chloride-based polymer composition comprises (i) a vinyl chloride-based polymer (a) and (ii) a block copolymer (b) composed of an addition polymerization-based block (1) comprising a block copolymer having an aromatic vinyl compound-based polymer block and a conjugated diene-based polymer block, or a hydrogenate thereof and a polyurethane block (2), where Wa, the weight of the vinyl chloride-based polymer (a), and Wb, the weight of the block copolymer (b), satisfy the inequality (1): 30/70<=Wa/Wb<=98/2.
