PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image heating device capable of preventing jamming from occurring again and realizing excellent usability by surely detecting transfer material remaining between a transfer position and a fixing device or between an image preheating position and the image heating device. SOLUTION: This image forming apparatus is equipped with the fixing device 8, where a fixing roller 9 and a pressure member 10 disposed to freely rotate are pressed each other and form a fixing nip part NF and a toner image is fixed on the transfer material P to which the toner image is transferred while holding and transporting the transfer material P by the nip part NF, and has a stop mode in which timing to stop transfer material transport operation to the fixing device 8 is different from the timing to stop the transfer material transport operation of the fixing device 8.
