PROBLEM TO BE SOLVED: To control fluid at a specified temperature efficiently by forced cooling and warming. SOLUTION: A heat exchanger 8 is structured as follows. An inner tube 2 is placed in the inside of an outer tube 1, and an outer fin 3 is placed on the outside of an outer tube 1. A closing board 4 is placed on the top of the outer fin, and the closing board 4 is placed under the foot of the outer fin. The tanks 6, 6 for the outer tubes are formed to both ends of an opening of the outer tube 1, and the tanks 7, 7 for the inner tubes are formed to both ends of an opening of the inner tube 2.
