PROBLEM TO BE SOLVED: To prevent electrophoresis dispersion liquid from being deteriorated and also to remarkably improve a picture holding property in an electrophoretic device. SOLUTION: This electrophoretic device 20A is provided with an electrode 3 formed on a first substrate 1, a transparent electrode 4 formed on a second substrate 2 and an electrophoresis dispersion liquid 10 filled between these electrode 3, 4 and, in the device, an insulation coating film 11 is formed at least on the surface of one side of the electrode 3 and the electrode 4. A driving voltage generating device 30 generates a driving voltage which is applied between the electrodes 3, 4 and the waveform of the generated driving voltage when the voltage is interrupted changes with a time constant larger than that of the insulation coating film 30.
