PROBLEM TO BE SOLVED: To realize an energy saving by reducing water leakage from a water- supply pipe on the downstream side from a water meter. SOLUTION: The quantity of water flowing through a water passage 1 is measured by a measurement means 2, and the used quantity of the water is learned by a learning means 7. When the water is not actually used, the water passage is closed by an opening-closing means 4 to reduce the water leakage from the water-supply pipe.
