PROBLEM TO BE SOLVED: To provide a metal surface treating agent which improves the interlayer adhesion between a metallic material and a film, and improves corrosion resistance and solvent resistance of a metal surface, or improves the adhesiveness of a coated product, and to provide a treatment method using the agent. SOLUTION: The metal surface treating agent contains an aminated phenolic polymer, and a metallic compound of at least one kind selected from Ti, Zr, Hf, Mo, W, Se, Ce, Fe, Cu, Zn, V and trivalent Cr, and exhibits a pH within the range of 1.5 to 6.0. In the metal surface treating agent, aminated phenolic polymer and an acrylic polymer can jointly be used. In the treatment method, the metal surface treating agent is brought in contact with a metal surface, and, after that, drying is performed in the temperature range of 80 to 300 deg.C without applying water-washing.
