PROBLEM TO BE SOLVED: To quickly and correctly presume a position where unmeasured water (difference between a master meter for water supply contract and the sun of the water amount measured by meters of respective homes) exists. SOLUTION: Based on the humidity of a gas, a humidity detection position thereof and a flow rate of the gas, a region influenced by unmeasured water in a gas conduit network is presumed, and in the presumed region influenced by the unmeasured water, the region influenced by the unmeasured water is presumed based on at least either of estimated values of humidity after branching and humidity after merging in the gas conduct network on the downstream side in the gas feeding direction of the humidity detection position.
