PROBLEM TO BE SOLVED: To provide an insulating coating material for an enamel wire, improving a working environment and facilitating the disposal waste and enabling the enamel wire to possess required characteristics without using phenolic solvent. SOLUTION: This insulating coating material for the enamel wire is obtained by dissolving a polyester-based resin obtained by reacting a polybasic carboxylic acid or a derivative thereof, with a polyhydric alcohol while regulating the ratio of the equivalent of the carboxyl group to the equivalent of the hydroxy group so as to be 1:(1.2-3.0), in propylene carbonate.
