PROBLEM TO BE SOLVED: To provide a heat-radiating urethane resin composition obtained by mixing Al2 O3 (alumina) and spherical fine fillers, having high a filling ratio, a high heat-radiating property and subjected insulating treatment, and excellent operating efficiency and heat-radiating properties, and a method for producing an electrical and electronic part subjected to the insulating treatment by using the heat-radiating urethane resin composition. SOLUTION: This heat-radiating urethane resin composition comprises (a) a hydroxyl group-containing liquid polybutadiene, (b) a bifunctional castor oil transesterification product, (c) a plasticizer without containing hydroxyl group, (d) Al2 O3 (alumina), (e) the spherical fine filler, (f) a monofunctional castor oil transesterification product and (g) a polyisocyanate.
