PROBLEM TO BE SOLVED: To provide a cutter for use in a binder with which a length of margins of bags to be bound can be made constant, and elongated wires to be bound can be bound and at the same time cut into a predetermined length to provide short strings, and to provide a binder including the cutter. SOLUTION: The cutter 1 for use in a binder comprises a blade base 14 including a pedestal 11 and a cutting edge 15, and a cutting edge cover 17, which are provided in this sequence via a rotary shaft 12 so that they can rotate with respect to each other. Such a cutter is provided on a binder to come across an insertion part of objects to be bound of the binder, whereby a region at a predetermined height from a bound position of the bound object can be cut when the bound object is drawn out of the insertion part. In addition, since an elongated wire can be easily cut, short strings of a required length can be manufactured and bound.
