PURPOSE: A panel setting device used for an outer curvature measuring system is provided to measure the outer curvature of a panel without cutting the panel. CONSTITUTION: A panel setting device includes a moving device for moving a panel(14), a rotary frame(16) installed on the moving device in order to rotate the panel(14), and a panel fixing device for fixing the panel(14) to the rotary frame(16). The moving device has a horizontal rail parallel installed along a front side of a base, a horizontal block installed on the horizontal rail, and a moving frame(26) slidably installed in vertical to the horizontal rail. The base is fixed to a working surface and formed at a front end thereof with a plurality of horizontal rails. The horizontal block moves along the horizontal rail. The moving frame(26) is provided with a guide.
