A plurality of pits 4 by pit excavation are arranged at a certain specific interval. A pile foundation 3 by exposing a pile head part is arranged in a bottom part. The pile foundation 3 is arranged in an independent state. A base isolation device 8 is placed in the pile head part. A column 10 for arranging footing 9 in a column base part is erected on an upper surface of the base isolation device 8. These are connected to a tie beam 11. A building 1 is arranged in an upper part. Since the building 1 moves in the horizontal direction at earthquake time, a horizontal movable space 12 enclosed by an outer peripheral surface of the building 1, an inner peripheral surface of the land slide protection wall 2, and a scarcement 13 is formed.
