PURPOSE: A polymer organic electro luminescence device is provided to be capable of preventing an electric short circuit between electrodes of the device caused when forming an organic luminescence layer with a polymer. CONSTITUTION: A plurality of first electrodes(12) are formed in one direction on a substrate(11). An insulation film(14-1) is formed on the substrate(11) so as to insulate the first electrodes(12). A conductive polymer hole injecting layer(16-1) is formed on upper parts of the first electrodes(12) and the insulation film(14-1) so that the insulation of the first electrodes is maintained by the insulation film. A plurality of second electrodes(17) are formed on the hole injecting layer and an organic luminescence layer(16-2) in a vertical direction to the first electrodes(12).
