PROBLEM TO BE SOLVED: To provide an electroconductive roller improved in durability by an excellent treating method from the aspects of working environment, global environment protection, and quality control. SOLUTION: This electroconductive roller is equipped with an elastic layer 11 mainly comprising a rubber and an outer layer 13. The outer layer 13 is formed by coating on the elastic layer 11 a surface treating liquid which is prepared by dispersing and/or dissolving a polyisocyanate compound, in which a hydrophilic group is introduced and of which the isocyanate group is blocked, in a medium mainly composed of water, then heated and cured at a temperature not lower than 130 deg.C but not higher than 200 deg.C.
