PROBLEM TO BE SOLVED: To provide an image recorder which does not lower a picture quality even when obtaining a desired density by controlling the exposure quantity and developing processing level in the case of obtaining image by exposing photosensitive materials. SOLUTION: In the case of obtaining image by exposing the photosensitive materials, even when obtaining a desired density by controlling the exposure quantity and the developing processing level, a CPU 301 performs control for obtaining the desired density by controlling both the exposure quantity in an exposure means and the developing processing level in a development means. In such a case, since a control means controls the picture quality of thin lines or dots in an image recorded on the photosensitive materials by keeping the exposure quantity within a fixed range, the picture quality is not lowered.
