PROBLEM TO BE SOLVED: To provide a starting control apparatus for an internal combustion engine, preventing the slip and breakage of power transmitting means at starting the internal combustion engine. SOLUTION: The starting control apparatus comprises the internal combustion engine 1, a motor for starting the internal combustion engine 1, the power transmitting means 3 for transmitting the power of the motor 2 to the internal combustion engine 1, and control means 4 for controlling the internal combustion engine 1 and the motor 2 at starting the internal combustion engine 1. The control means 4 controls a torque command value for the motor to give positive- side torque when the engine speed of the internal combustion engine 1 is lower than a target engine speed and to give negative-side torque when it is higher than the target engine speed. It also controls a time constant of the negative-side torque command value to be larger than a time constant of the positive-side torque command value.
