PROBLEM TO BE SOLVED: To provide a pinch roll device capable of exercising accurate control in regard to a roll position or a pressing force. SOLUTION: A hydraulic cylinder 20 as a drafting means is provided in both sides of one roll 11 so as to pinch a plate with a pair of rolls 11, 12. Something having static pressure bearing construction is arranged in the sliding portion at the time of operation as the hydraulic cylinder 20, and the hydraulic cylinder 30 is also allocated in both sides of the roll 11 as a hoisting means to cause detaching the roll 11 from the roll 12 of the other party in both sides of the roll 11 which works to detach the roll.
