PROBLEM TO BE SOLVED: To provide an electrically semi-conductive member in which dispersion of the member is made superior, irregularities in electrical resistance is made small and a stable electric resistance is provided. SOLUTION: The semi-conductive member has an elastic layer or the elastic layer and a painted film layer which is formed on the surface of the elastic layer. An electrically conductive member is included in the elastic layer and/or the painted film layer. The electrically conductive member is a resin coating electrically conductive member that is beforehand coated by the resin by spraying a solution which dissolves coating resin.
