PROBLEM TO BE SOLVED: To provide a photographic paper cutter and a photographic processing device which suppresses the occurrence of a yellowing by shortening the pressing time and reducing the pressing force to an emulsion layer while appropriately cutting a photographic paper. SOLUTION: In the photographic paper cutter, a fixed blade 403 and a movable blade 404 of a long length which are provided in a suitable spot of a carrier path for carrying a band-like photographic paper P with an emulsion layer P2 formed on one side of a support P1 to the downstream side while turning the front and rear sides of the paper to prescribed directions and arranged apposite to each other over the crosswise direction of the carrier path and are provided to be close to and separated from each other. The angle of the tip of the movable blade 404 positioned on the side of the emulsion layer P2 is made to be <=45 deg. and the angle of the tip of the fixed blade 403 positioned on the side of the support P1 is made greater than the angle of the tip of the movable blade 404 and made to be <90 deg. so that the emulsion layer P2 precedes the side of the support P1 and cutting can be speedily performed.
