PROBLEM TO BE SOLVED: To obtain a base material excellent in sorption to the hair, imparting gloss, dampness and smooth feeling to the hair and excellent in improving action on combing property of the hair, imparting action of tenseness to the skin and imparting action of gloss, dumpness, smooth feeling, and the like, to the skin. SOLUTION: This base material for cosmetics comprises a peptide derivative added with an organic silane compound containing an amino group and is represented by formula (I) [wherein, R<1> is an organic group containing an amino group; R<2> to R<5> are each hydroxy, a 1-4C lower alkyl or lower alkylene and at least two of the R<2> -R<5> are hydroxy; R<6> is a residue of an alkali-side amino acid having an amino group at the end of a side chain and whose end amino group is removed; R<7> is an amino acid side chain except R<6> ; (A) is a bond such as methylene or propylene; (m) is 0-200; (n) is 0-200; and (m+n) is 1-200].
