PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor, an image forming device using the electrophotographic photoreceptor and a process cartridge, in which an image defect such as image non-uniformity, black dot or filming can be prevented from occurring throughout a period for use. SOLUTION: In the electrophotographic photoreceptor having a conductive support and a plurality of photosensitive layers, is characterized in that the surface layer of the photosensitive layers contains particulates and a degree of light absorption per thickness of 1μm on the surface layer is 0.05 to 0.25 in respect to the wavelength of 1,000 nm.
