The housing place pallet determining part 23 determines an empty pallet as the housing place pallet when the empty pallet exists on the aboveground second stage on the basis of a detecting result in a vehicle position detecting part 17. When the empty pallet does not exist on the aboveground second stage, the housing place pallet determining part 23 determines an aboveground pallet of the warehousing-delivering stage as the housing place pallet. The housing place pallet determining part 23 determines the empty pallet existing in a position becoming shortest in transfer time of the vehicle C as the housing place pallet when a plurality of empty pallets exist.
