PROBLEM TO BE SOLVED: To provide a pillow filler and a pillow using it, capable of expecting effects of moisture absorption, deodorization, anion generation and far infrared radiation, and having good air permeability and good touch while keeping the condition of water impermeability not to cause the occurrence of corruption and mildew in sweating. SOLUTION: This pillow filler 2 is natural buckwheat chaff 2a to which bamboo charcoal 2b and pine resin 2c are added, and a covering cloth piece 1 filled with the above is constructed by a multi-layer air permeable and water impermeable raw material formed by upper and lower spun bond air permeable non-woven fabric layers 4, 5 and an intermediate melt blow water impermeable non-woven fabric layer 6 between them, and a low melting point thermoplastic resin is used on the inside at a welded edge part 3.
