PROBLEM TO BE SOLVED: To provide an emergency evacuating device which is suitable for an emergency evacuation from a building having two stores or more. SOLUTION: On the external wall 1 or the like of a building, a pipe section which is exposed to the outer space of the building at a normal or contracted time is supported by a bracket 2 which substantially protrudes at right angles to the external wall. In this case, the pipe section has a stretchable pole structure 3 comprising a plurality of coaxial pipes 4, 5a, 5b and 5c which have a length for one story portion or more of the building under a stretched state, and are fitted in order. The bracket 2 protrudes in a manner to be rotatable at least around one axis 6 or 7 which crosses the pole axis. At the same time, a stopper member 8 which is detachably engaged with all the coaxial pipes in the stretchable pole structure under the contracted state in order to keep the stretchable pole structure under the contracted state at the normal time, and make the pole structure stretchable by releasing the contracted state when required.
