A rotary damper includes a pair of rotary members which pivot via rotating support shafts includes an outer tube, an inner tube having a smaller diameter than that of the outer tube, an outer wall of the inner tube being fitted into a tubular space of the outer tube and the inner wall of the outer tube being fitted into the tubular space of the inner tube, a first O-ring installed in an end portion on the open side of a gap between the outer wall of the outer tube and the outer wall of the inner tube, a second O-ring installed in an end portion on the open side of the gap between the inner wall of the outer tube and the inner wall of the inner tube, a viscous substance with which the gaps between the inner tube and the outer tube sealed by the first and second O-rings are filled, a central hole of the inner tube serving as a through-hole for receiving the rotating support shafts, and a mating member, mating with the respective rotating members, being provided on the inner tube and the outer tube.
