SOLUTION: The liquid such as sea water is formed into the jet stream 5 and jetted from a 1st nozzle 3 to a jet stream producing chamber 2 to produce eddy flow and a fluid such as air is jetted toward the center core 5a of the eddy flow 5 from a 2nd nozzle 6 provided on the side surface of the jet stream producing chamber 2. By this constitution, the liquid such as sea water is purified to increase the sterilization effect and the concentration of dissolved oxygen by the produced cavitation and Coanda effect and returned to sea water.
