PURPOSE: An encoding method and arrangement are provided to improve the quality of image and visibility, and to minimize power consumption in decoding by compressing video data efficiently with high compression ratio. CONSTITUTION: Codebooks are pre-processed when training for predetermining the frequency distribution of the resulting code vectors(81), and each block is independently coded and decoded by using a variable number of stages of difference coding needed for coding the particular block(82,83). Difference blocks are divided into sub blocks, and used as the difference block in the next stage. Training materials are pre-processed with the function transformation. |
