PROBLEM TO BE SOLVED: To appropriately manage the copy control information of video information even in the case of copying the contents of data recorded on a recording medium to another recording medium. SOLUTION: By detecting copy control information (CCI) or the watermark (WM) of an inputted AV stream, it is checked whether the content of the copy control information or the watermark has been changed (step 201). The change point information of the CCI or the WM and the content of the CCI or the WM are fetched (step 202), and control information (CCI-sequence) is generated for controlling the copy control information according to the fetched change point information (step 203). When an input signal has ended, the Integrity- Check-Value of CCI-sequence-Info being an altering prevention code is calculated (step 204 and 205), and it is confirmed that the CCI-sequence-Info or the WM has not been altered. The generated control information is recorded together with the AV stream to the copy destination recording medium.
