PURPOSE: A wheel center cover of a vehicle is provided to secure effectiveness of an advertisement by attracting public gaze and facilitate removal in changing a wheel. CONSTITUTION: In a wheel center cover of a vehicle, a bearing(1) is disposed in the middle of a wheel and a plate(3) to express a figure is disposed in the middle of the bearing. The plate doesn't rotate although the wheel rotates as the plate has a weight(4). External covers(5,6) move when the wheel moves. The outside is rotated by the weight of the plate and the inside is at a standstill although the bearing rotates. The properties of the weight, stopping by a connecting shaft(2) of the bearing and the plate, is used.
