PROBLEM TO BE SOLVED: To prevent the occurrence of an overhead in traffic between function blocks when constituting the respective function blocks for constituting a design object system out of a mixed body of hardware and software. SOLUTION: This simulation device executes simulation of algorithm (data converting processing 11) of the constitution having a plurality of function blocks A, B, and C described by program language, and determines whether the respective function blocks A, B, and C are realized by a hardware mode 17 or realized by a software model 16 on the basis of the traffic between the respective function blocks A, B, and C by measuring the traffic between the respective function blocks A, B, and C by a traffic measurement program 13.
