PROBLEM TO BE SOLVED: To enable a user to directly broadcast proper CM information in a digital television broadcast program in real time and inexpensively. SOLUTION: A user terminal 10 and an information processing company terminal 20 determine a broadcasting style, the information processing company terminal 20 produces a picture for CM broadcast based on the broadcasting style, transmits it to a broadcasting station terminal 30, produces an exclusive CM information input picture, transmits it to the user terminal 10 corresponding to access from the user terminal 10 after user authentication, the information processing company terminal 20 receives the CM information inputted by using the picture from the user terminal 10, transmits it to the broadcasting station terminal 30 after checking inputted items, and the broadcasting station terminal 30 outputs the CM information at a prescribed position of the digital broadcast program by using the picture for CM broadcast after judging the propriety of the CM information.
