PROBLEM TO BE SOLVED: To provide a device to control an apparatus at a remote place to which no optical pulse signal can arrive by a remote controller at a low cost. SOLUTION: A remote controller code transmitter 2 receives a control code from a remote controller 1, samples it at a finer sampling rate than an estimated light emission rate, assembles the sampled code into packets and transmits the packets to a remote controller code receiver 3. The remote controller code receiver 3 performs processing reverse to the above to emit the control code as is.
