PROBLEM TO BE SOLVED: To provide a stream optional area extraction system capable of performing fast extraction processing and further individually managing each extracted stream. SOLUTION: A stream dividing part 101 first divides an inputted MPEG stream into header information and MB data; an MB data analyzing part 102, an MB area deciding part 103 and an MB processing deciding part 104 next decide whether the divided MB data belongs to an extraction area and has to be reencoded; a reencoding part 120 reencodes an image in the extraction area so as to be subjected to motion compensation if the divided MB data belongs to the extraction area and has to be reencoded; a slice constructing part 107 then reconstructs slice data with the extracted MB data located at the same vertical position; and the slice data are combined with a header obtained in such a manner that a header analyzing part 108 and a header duplicating part 109 correct and duplicate the header information divided by the stream dividing part 101 to obtain the number of streams to be extracted.
