PROBLEM TO BE SOLVED: To convert transmission data into an error correction code without deterioration total transmission characteristics. SOLUTION: A block divider 12 divides transmission data 10 into blocks. A lossless compressor 14 losslessly compresses the output data of the divider 12. An error correction encoding circuit 16 converts the output data of the compressor 14 into an error correction code. A compression rate calculation circuit 18 calculates the compression rate R of the compressor 14 and informs a system control circuit 20 of the calculated compression rate R. The circuit 20 controls the circuit 16 so that a larger compression rate R has larger error correction capacity. An interleaver 22 interleaves the output data of the circuit 16. An error correction encoding circuit 24 converts the output data of the interleaver 22 into an error correction code under a fixed condition. The output of the circuit 24 is inputted to an optical fiber transmission line through a buffer 26 and an electro-optical converter 28. The circuit 20 always monitors the free capacity of the buffer 26 and controls the error correction capacity of the circuit 16 so as to obtain required average free capacity.
