PROBLEM TO BE SOLVED: To provide a competition arbitrating apparatus with fair chances of usage of computer resources, such as a bus among devices and with high speed. SOLUTION: A pulse-generating circuit 50 sequentially outputs high speed pluses GP1-GPN by each period. For example, it is assumed that before a rise timing of the pulse GP1, a device 30-1 outputs a bus use request signal RQ1 and a device 30-2 outputs a bus use request signal RQ2. At the rise timing of the pulse GP1, if an arbitration apparatus 40 outputs a bus use grant signal GR1 to the device 30-1, a bus master 32-1 of the device 30-1 outputs a bus use acknowledge signal AK1. By receiving the signal AK1, a use grant inhibiting circuit 55 outputs an inhibit signal IG to inhibit use of other device 30-2, etc. Accordingly, a usage right for a bus 33 is obtained by the device 30-1, and requests for bus usage from other devices 30-2, etc., are reserved.
