PROBLEM TO BE SOLVED: To prevent a short circuit between a metallic pixel electrode and a transparent counter electrode. SOLUTION: This active matrix driven organic LED panel is provided with a substrate, a plurality of TFT circuits formed on the substrate, a flattening film formed to cover the whole TFT circuits, through-holes formed on the flattening film and reaching each TFT circuit, metallic pixel electrodes formed at the positions corresponding to respective TFT circuits on the flattening film and connected with the TFT circuits via the through-holes, through-hole insulating films formed inside the through-holes and on metallic pixel electrodes in the periphery of the through-holes, an organic layer formed on each metallic pixel electrode and through-hole insulating film, and a transparent counter electrode formed on the organic layer.
