SOLUTION: This communication device is provided with a VICS road receiver 4a set on a road for receiving a signal transmitted from a car transmitter 2, a CPU 5c set in a VICS center 5 for detecting the operating state of a wiper from the signal transmitted from the VICS road transmitter 4b, and for judging an area where rain is falling at present based on the detection information, and a VICS road transmitter 4b set on a road for transmitting the rain-fall information judged by the CPU 5c to the car receiver 3.
