PROBLEM TO BE SOLVED: To reduce information quantity without hindering the grasp of the living activity of a person to be watched. SOLUTION: This watching device set at the house of a target person starts time measurement for movement judgement according to the sensing of a human sensing sensor other than the previously sensing one among a plurality of human sensing sensors (body detecting means) (a step 201). When the sensing of another human sensing sensor is detected before a measurement value t reaches a movement certification time T, this device resets the measurement value t, and resumes measurement (a step 206). Then, the measurement is started according to the sensing of one human sensing sensor, and when the measurement value t reaches the movement certification time T (a step 207), it is judged that the person to be watched has moved to the watching block of one human sensing sensor.
