PURPOSE: A method for embodying a control message and a signal procedure for controlling a power of a TFCI(Transport Format Combination Identifier) of a DSCH(Downlink Shared CHannel) and a DCH(Dedicated CHannel) linked with the DSCH is provided to add a new control message or frame for transmitting a signal, for transmitting power control information about a TFCI field, between a node B and an RNC(Radio Network Controller) and between an RNC and an RNC, and embody an operation procedure according to the added message or frame. CONSTITUTION: A serving RNC requests a radio link setup from a drifting RNC. The drifting RNC requests the radio link setup to a node B 2, and receives a radio link setup response message. The drifting RNC transmits the radio link setup response message to the serving RNC. The serving RNC performs a radio parameter update to a node B 1, and performs the radio interface parameter update to the drifting RNC. The drifting RNC performs the radio interface parameter update to the node B 2.
