PROBLEM TO BE SOLVED: To provide a cell selection technique for use in cellular communications systems. SOLUTION: A decision as to whether to use a cell for data transmission is made depending on a measured congestion level in the cell. The decision may either be part of a cell selection decision, or used to override a cell selection decision. The techniques may be used in quick cell site selection.
