PURPOSE: A circuit and a method for separating color/luminance signals are provided to detect a degree of motion of an image from a composite video signal to correctly separate color and luminance signals from the video signal so as to produce an image with high picture quality. CONSTITUTION: A color/luminance signal separating circuit includes a video signal output unit(100) for outputting a composite video signal composed of a color signal and a luminance signal, the first and second video signal separators(110,120) for separating the first and second color signals and the first and second luminance signals from the video signal, and a field image output unit(130) for magnifying and outputting even and odd field video signals from the second luminance signal. The circuit further includes a motion detector(140) for detecting a motion of an image from the even and odd field video signals, a motion estimator(150) for estimating a degree of motion of the image from the second luminance signal according to the detected motion, and the third video signal separator(160) for separating the third color and luminance signals from the video signal according to the estimated degree of motion of the image. The circuit also has an image output controller(170) for outputting a control signal for selecting the color and luminance signals output from the first, second or third video signal separator, and a color/luminance signal selector for selecting the first, second or third color signal and the first, second or third luminance signal according to the control signal.
