PROBLEM TO BE SOLVED: To provide a radio wave absorber having improved properties of absorbing radio waves, particularly a radio wave absorber performing excellent absorption for radio waves at a frequency band equal to or lower than 2 GHz. SOLUTION: The absorber 10 has a surface layer 30 laminated on a substrate 20 including mild magnetic substances which are dispersed therein. The surface layer 30 is made of rubber having alumina powder dispersed therein. In this constitution, the substrate 20 having the dispersed substances acts as a magnetic layer, while the surface layer 30 having the dispersed powder acts as a dielectric layer. The irradiance of radio waves toward the absorber 10 is increased because of the layer 30 acting as a dielectric layer. This increases the radio waves reaching the substrate 20 as a magnetic layer, enhancing the radio wave absorption performance by the magnetic layer.
