PURPOSE: An apparatus for controlling heating power is provided to drive a flow rate control mechanism by a motor without continuously monitoring opening degree of the flow rate control mechanism. CONSTITUTION: A flow rate control valve(3) is driven by a stepping motor(34). Opening degree of the flow rate control valve is controlled by number of pulses supplied to the stepping motor. Working position of an ignition unit is set between full closing position and full opening position of the flow rate control valve. The ignition unit is actuated and error between the opening degree defined by number of pulses and actual opening degree is compensated when the actual opening degree of the flow rate control valve reaches fixed position.
