PROBLEM TO BE SOLVED: To provide a production method by which an assembling part does not need a special environment. SOLUTION: A converting part 3 confidentially acquires a decryption key under a security-controlled condition and generates and outputs conversion information including an encrypted decryption key which has been obtained by applying prescribed encryption processing to the acquired decryption key. In an assembling part 4, the outputted conversion information is written in a nonvolatile memory to be incorporated in a decryption apparatus, and the decryption apparatus is assembled which includes one integrated element where a circuit for obtaining the decryption key by applying decryption processing corresponding to the prescribed encryption processing to the encrypted decryption key, and a circuit for using the decryption key to perform decryption processing are integrated.
