PROBLEM TO BE SOLVED: To reduce the adverse effect when functions of an exchange are invalidated due to a hardware fault and/or a software fault. SOLUTION: While the exchange conducts usual switching operations, a switch control section 12 transmits a reset signal to a watchdog timer 14 at a prescribed interval. When the switch control section 12 detects a software fault, the switch control section 12 stops transmitting the reset signal to the watchdog timer 14. When the transmission of the reset signal is stopped, overflow takes place in the watchdog timer 14, which respectively transmits an overflow detection signal to a power supply control section 15 and changeover sections 19a to 19c. Upon the receipt of the overflow detection signal, the changeover sections 19a to 19c set a bypass state to the exchange.
